According to the latest Economic Survey released before Budget 2025-26, Pakistan’s Freelance Sector has become an important contributor to the national economy, to bring $ 400 million in foreign remittances during FY 201024-25. This indicates a significant increase in the $ 350.15 million recorded in FY2023-24, which outlines the rapid growth of the digital economy.
This report highlights the government’s push to enhance IT exports, freelancing and digital skills training, all playing an important role in strengthening Pakistan’s external financial position.
Government initiative promoted freelancing and IT
To further strengthen digital workforce, Pakistan Software Export Board (PSEB) is rolling out 250 e-rozgaar centers across the country by FY2027 under the Public Sector Development Program (PSDP). It is part of the Prime Minister’s support for the initiative, IT Startups and Specialized Training Programs, aimed at generating 20,000 new jobs, which is expected to be operational with 50 centers by FY2025.

Startup Ecosystem Thriving Under NICs
The National Incubation Centers (NICs) have also made significant strides, nurturing over 1,900 startups, with 960+ successfully graduating. These startups have:
- Generated 185,000+ jobs
- Attracted Rs. 30.8 billion in investments
- Achieved Rs. 27.3 billion in revenue
- Supported 12,000+ women entrepreneurs
DigiSkills.pk: A Game-Changer for Freelancers
The DigiSkills.pk program has been instrumental in building Pakistan’s freelance talent pool, offering 4.55 million training sessions so far, with 72% male and 28% female participation. Notably, 50,000+ overseas Pakistanis have also benefited from the program.
Thanks to these efforts, DigiSkills-trained freelancers have collectively earned $1.65 billion in foreign income by December 2024, reinforcing Pakistan’s position as a rising hub for digital work.
With continued investment in tech education and entrepreneurship, Pakistan’s freelance and startup ecosystem is poised for even greater growth in the coming years.
